Excavators tear down structures at a construction site in Licang District of Qingdao, East China's Shandong Province, Tuesday, September 28, 2004. The construction project, covering more than 10 hectares, was not approved by government departments and were therefore deemed illegal. It went on in spite of repeated admonitions. As a last resort, the local government ordered it be demolished.
