QINGDAO, July 26¡ªChinese Premier Wen Jiabao urged taking a series of measures to boost the development of the non-public sector of the economy in written instructions to a recent symposium.
The symposium was convened in Qingdao of east China's Shandong province by the State Council, the central Chinese government, to discuss ways to boost the development of the non-public sector of the economy.
In the instructions, Wen urged quickening work in the following areas:
-- speeding up the formulation of polices and measures to encourage, support and guide the development of the non-public sector of the economy;
-- removing provisions in laws, regulations and policies that restrict the growth of the sector and institutional barriers;
-- concretely protecting private property rights; and
-- granting enterprises in the non-public economic sector with the same kind of preferential treatment accorded to other types of enterprises so as to realize fair competition.
Wen said the non-public economic sector, including individual economy and private economy, is a vital component part of China's socialist market economy and an important propeller of social productive forces. It is playing a crucial role in economic growth,expanding employment, invigorating the market and increasing fiscal revenue.
He urged adhering to the basic economic system of keeping public ownership as the mainstay and allowing diverse forms of ownership to develop side by side in line with the guidelines of the 16th National Congress of the Communist Party of China (CPC) and the Chinese Constitution.
While unswervingly consolidating and developing the public sector of the economy, there should also be unswerving efforts to encourage, support and guide the development of the non-public sector of the economy, Wen acknowledged.
Addressing the meeting, Chinese Vice-Premier Zeng Peiyan named a number of areas that should be reformed to boost the development of the non-public sector of the economy.
Market access for the non-public capital should be broadened, Zeng said. Non-public capital should be allowed to enter infrastructure, public utilities and other fields not forbidden by laws and regulations.
He urged guaranteeing enterprises in the non-public sector of the economy receive the same kind of treatment in investment, financing, taxation, land use and foreign trade, as enjoyed by enterprises of other forms of ownership.
He asked for deepening the reform of the financial system and actively exploring financing mechanisms that meet the needs of the development of the non-public sector of the economy and small and medium-sized enterprises.
He also called for supporting small and medium-sized enterprises in the sector to grow up and direct enterprises in the sector to manage their businesses in legal ways.
Zeng urged government departments at various levels to accelerate the shift of functions and improve services for and monitoring of enterprises in the non-public sector of the economy.
"The non-public sector of the economy should be included in the overall planning of the national economy and social development, and efforts should be made to help enterprises in the sector improve management and the quality and level of their development," said Zeng.(xinhua)
